I think you want to increase the Specular on the surface.  That will
likely make it "brighter"  You'd have to play with the glossiness -- I
think Medium or High would be best.  I think you'll want a high
diffusion, too (80-100%).  If you REALLY want to, you could put a slight
amount of reflection on it, but it probobly won't be needed unless you
want to get a cool mirror-off-the-surface shot. :)
